Coastal Zone Management Permit for Ratification 
Good day Senate President Milton E. Potter., other members of the 36th Legislature of the US 
Virgin Islands, legislative staff, and members of the viewing and listening public. My name is 
Marlon Hibbert and I am the Director for the Division of Coastal Zone Management (CZM) in the 
Department of Planning and Natural Resources. Today we are present seeking ratification of 
the following CZM permit: 
Major CZM Permit No. CZT-09-22(W) issued to Anquet Inc, if ratified, this permit allows for 
the:  
The continued use and occupancy of submerged lands seaward of Parcel No. Plot 62 Estate 
Honduras, St. Thomas, Virgin Islands, consisting of two (2) fixed piers (38' x 8' and 35' x 8'); two 
(2)docks  (118' x 8') and two (2) tee docks (72'x 8"). No alterations to the existing docks are 
proposed. The total area of submerged lands covered under this permit is 32,375 square feet 
(0.7432 acre). 
A rental fee of Nine Thousand dollars and 00/100 ($9,000.00) for years 1-3, Ten 
Thousand dollars (10,000.00) in year 4, Eleven Thousand dollars ($11,000.00) in 
year 5, and Fourteen Thousand dollars ($14,000.00) in years 6 to 10, payable annually 
in advance, shall be charged for the  continued use and occupancy of structures existing on 
submerged lands. Upon the tenth and fifteenth anniversary of the permit the rental fees are to 
be renegotiated. 
 
The term of the permit is 20 years. 
The Commissioner of the Department of Planning and Natural Resources has deemed that 
the permit listed above meets the goals and policies of the VI Code, Title 12 Chapter 21. 
Therefore, we respectfully request your ratification of this permit pursuant to 12 VIC § 911(e).
