SEC. 2. CONSTRUCTION OF CERTAIN ACCESS AND DEVEL-

OPMENT ROADS.

Section 118(f) of title 23, United States Code, is

amended by striking ‘‘and the Commonwealth of Puerto
6
Rico’’ and inserting ‘‘, the Commonwealth of Puerto Rico,
7
the Virgin Islands, Guam, American Samoa, and the Com-
8
monwealth of the Northern Mariana Islands’’.
