all animals
must
be quickly
and
humanely
stunned
before
they
are
killed for the purposes
above
mentioned.
And
it
is
further
directed
that
cruel
methods of tying animals
in
vehicles
for
transport
be not
employed.
The
Department
of
Police
will have
jurisdiction
in
the
enforcement
of
this
Order.
