Re: Request for Pre-Application Meeting for the Lockhart PreK-8th Renovations and Modernization 
 
Dear Director Hibbert, 
 
Virgin Islands Department of Education (VIDE) and Suffolk-CBNA JV would like to request a pre-
application meeting for the renovations and modernization of Lockhart PreK-8th School on the 
island of St. Thomas.   
 
The Virgin Islands Department of Education (VIDE) is undertaking the Renovation and 
Moderation of Schools throughout the territory.  VIDE has been able to secure Federal Emergency 
Management Grants Administration funding for these projects.  VIDE will therefore be requesting a 
Determination of Federal Consistency through the Department of Planning and Natural Resources, 
Division of Coastal Zone Management for the FEMA funded project – Lockhart PreK-8th School 
Renovation/Modernization/New Addition Projects as required under the VI Code Section 1, VIR 
and Regs. Title 12, Subchapter 904, section 904-8. 
 
The Lockhart PreK-8th School is located at #41 Estate Thomas, St. Thomas, VI 00802, at Latitude 
18.34175˚N, Longitude -64.91670˚W. 
 
The first Pre-Application meeting was held on June 7, 2022, and now as more details are available, 
we are respectfully requesting another pre-application meeting. 
 
The purpose of the project is to redesign, renovate/modernize and expand the school to meet the 
current and future demand for student space at the PreK-8th School. 
 
The Lockhart PreK-8th School renovation encompasses modernizing the existing classrooms and 
constructing new PreK-8th classrooms.  The renovations include the administrative offices, library, 
cafeteria, kitchen, bathrooms, stairways, balconies, theater, hallways and all fixtures and equipment. 
The project will meet VIDE’s vision outlined in the Bridging Documents, under the FEMA Public 
Assistance (PA) program using the flexibility afforded by the Bipartisan Budget Act (BBA). 
 
 
We look forward to meeting with you and your staff to present the proposed projects so that we can 
present the project and receive guidance on the permits that will be required by the Department of 
Planning and Natural Resources.
