on the trip.
The

ther is very calm

Vigilant with the
excursionists

The St. Croix racers
made
a good show-
ing
in
St.
Thomas
yesterday,
of
seven
races
run
they
ecarrying
the
laurels
in
four.
Only
one
of
the number
was
de-
feated
in the second
race,
but
that
same
horse
won another
race.

been
appointed

papers
the food
Commission
of
that
isl
nd
has
reduced
tbe
prices
on
meat,
milk,
and eggs,
on acc unt of

drop in
exchange.

prices

these
comimodities
in
St.
Thomas
are
as
fol-
lows:
beef

veal
18c.,
mutton
21c.,
pork
21e.,
goat
meat
13c.,
per
pound;
eggs
6
cents
each,
milk
12
cents
per
quart.
The
Food
Commission’s
uotice
pr hibits
sale
of poultry
and
eggs
to
ships,
and
=2advises
that
special
regula-
tions will be
issued
in the
near
future
to
govern
the sale
of meats
to
ships.
The
export
of charcoal,
cattle,
live
stock,
poultry,
and
all
other
foodstufis
from
the
islands
of St.
Thomas
and St.
Johm
are prohibited except
under permit
from
the Food
Commission.
What
a pity
we
cannot
all remove
to St.
Thomas.

will soon
be
appointed.
The
text of the official state--
ment
follows ‘‘As the
result
of
recent
discussions,
an
arrangement
has
been
concluded
between
the
British
and
Ca-
nadian Govis.
to provide for a
more
com-
plete representation
for
Canadian
inter-
ests
at
Washington,
than
has
hitherto
existed.
It
has accordingly
been
agreed
that His
Majesty,
on
the advice
of
his
Canadian
Ministers,
shall appoint
a Min-
ister
plenipotentiary,
who
will
have
charge of Canadian
aftfairs
and
will at
all times
be
the ordinary channel
of com-
munication
with
the
United States
Govt.
on matters
of purely
Canadian
concern
acting
upon
instructions
from
and
re-
porting
direct
to
the
<Canadian
Gov-
ernment.
In
the absence
of
the
Brit-
ish
Ambassador
the
Canadian
Min-
ister
will
take
charge
of
the
whole
Embassy
and
will
represent
Imperi
al,
as
well
as
Catadian
interests,
and
he
will be
acceredited
by
His Majesty
to
the President
with
the
necessary
powers
for the purpose.
The
new
arrangement
~ill not denote
auny
departure
either
on
the
part
of
the British
Govt.,
cr
of the
Canadian
Govt.,
from
the priceiple
of
the
diplomatic unity of the
British
Em-
pire, but the need
of this
important
step
has
been fully realized
by
both
Govts.

some
time.
Fora good many
years
there
has
been
direct
communication
between
Ottawa
and
Washington,
but
the
constantly increasing
importance
of
Canadian
interests
in
the United
States
has
made
it apparent
that,
in addition,
Canada
should
be
represented
in
some
distinctive
manner,
for this would doubt-
less
tend
to
expedite
negotiations,
and
a
first
hand
acqu:intance
with
rhe
Canadians
would promote
a good
under-
standinyz,
in
view of the peculiarly
close
relations
that
have
always
existed
be-
tween
the people
of Canada
and
those
of
the United
States.
It is
confidently
expected
as
well that this
new
step
will
have
the very
desirable
result
of
main-
taining
and
strengthening
the
friendly
relations
and
‘cooperation
between
the
British Empire
and
the
United
States’’.
