B) Description of Work – Project consisted of the final paving of 1.25 miles of the Christiansted Bypass from Contentment Road to East End Road. The work included hot asphalt concrete pavement overlay, side road tie-ins, guardrail installation, pavement markings, traffic signal system and street lighting installations, landscaping, and other miscellaneous work C) Environmental Considerations – Territorial Pollutant Discharge Elimination System (TPDES): The USVI Department of Planning and Natural Resources (VIDPNR), Division of Environmental Protection (DEP) issued the Permit VIDSA0000 in correspondence dated August 27, 2008. Coastal Zone Management (CZM) Permit -VIDPNR determined that the project is consistent with the Coastal Zone Management Act and issued the CZM in correspondence dated June 28, 2004. Building Permit: The VIDPNR issued the Permit No. 1023 in correspondence dated March 15, 2011. Earth Change Permit Exemption: VIDPNR issued the Earth Change Permit exemption by correspondence dated January 31, 2011. To comply with the new FDOT 2012 Electrical Design Standards, EFLHD Highway Design recommended maintaining the ground connection at the base of the pole. To accomplish the requirement, it was necessary to install LED Light Y-Tap Fuses on all light poles. b) The installation of LED lights. The USVI Department of Public Works (USVIDPW) requested changing the project high pressure sodium light bulbs to LED lights. The USVI Government wanted to use more energy efficient light fixtures on the island. c) Addition of an anti-strip agent to the asphalt mix on the project. To ensure the quality and longevity of the base and surface asphalt, it was determined to add 0.75 percent liquid anti-strip by the weight of asphalt cement to the mix. d) Placement of a Flo-Fill mix concrete. The use of Flo-fill mix was intended to address erosion problems at Line A after heavy rains fell on the Island; the water caused erosion along the newly paved waterway, undermining the foundation of the structure. The paved waterway was located on the side road labeled Line A on station 79+00. To correct the situation, a Flo-Fill mix was placed on the damaged areas. The contract was increased by $95,000.24 Contract time increased by 60 calendar days 10 CM No. 0002 - This was a bilateral CM which addressed several issues that had arisen during the performance of contract work as described below: a) The first issue concerned a new item for the installation of reinforcing liner on an existing 72 inch pipe. During the execution of Contract 2, a 72 inch RCP pipeline was installed across the bypass at station 73+50. After an inspection of the pipe, several cracks were found, suggesting a structural failure on the pipeline. The USVIDPW requested the installation of a reinforcing pipe liner to address the structural problems on the 72-inch RCP pipeline. b) The second issue concerned a new item for the installation of a Video Detection System for the Traffic Signals. The USVIDPW requested to change the signal lighting systems on the project to fully actuated systems complete with video detection. The original design was to provide a semi-actuated system with only one intersection with video detection. This upgrade to the signal system was applied to all three signalized intersections on the Christiansted Bypass project. c) The third issue concerned a new item for the installation of a new billboard sign. The USVIDPW requested the installation of a billboard sign for the Contentment Historic Site. The USVI Government wanted to promote the future renovation of the Historic Site. d) The fourth issue concerned a new item for the installation of Chain Link Fence. The USVIDPW requested the installation of a new chain link fence on the west side of the Contentment Historic Site to replace the existing damaged fence. In addition, to ensure the safety of the residents living along stations 88+00 to 89+00 north, it was necessary to install a new section of chain link fence. e) The fifth issue concerned a new item for pull box modifications. When finishing the placement of the final surface asphalt, it was necessary to modify the elevations of six existing pull boxes to ensure the proper grading of the Bypass. f) The sixth issue concerned a new item for drainage inlet modification. The entrance of the Peter’s Farm Apartments, located at station 58+75, was not safe for drivers and residents of the area. To correct the situation, it was necessary to increase the height of an existing drainage inlet and backfill the surrounding area. g) The seventh issue concerned the widening of the East End Road intersection. The design for the intersection called for three lanes of traffic (two turning lanes and one true lane), but unfortunately we had 11 space for only two lanes. To correct the situation going to add a 12 foot lane on the south side of the road. This lump sum was added, which included the following: Survey, Traffic Control, Roadway Excavation, Asphalt, Pavement Markings, Box culvert installation, Utility Relocation, Removal of concrete, concrete sidewalk, and bollards installation. The contract was increased by $ 403,639.71 No change in contract time CM No. 0003 - This was a bilateral CM which addressed several issues that had arose during the performance of contract work as described below: a) The first issue concerned a new item for the Clearing of Roadway Entrances. The USVIDPW requested the clearing of roadway entrances located along the new Road AA and Contentment Road to improve access to the new Christiansted Bypass. b) The second issue was the location and adjustment of manholes on the East End Road. During the East End Intersection modifications, the VI Waste Management requested that we locate several manholes that were buried on the intersection. After the manholes were located, their elevations were adjusted to match the new grading of the intersection. c) The third issue was the relocation of three electrical poles. During the construction work for the addition of an extra turning lane on the East End Intersection (as directed on CM No. 0002), it was necessary to relocate three electric poles. The work was coordinated with the utility company (WAPA). The work necessary for the relocation was performed with both WAPA and VI Paving personnel. d) The fourth issue was a drainage repair (East End Road). During the construction work for the addition of the extra turning lane on the East End Intersection, it was discovered that an existing drainage needed repairs. The repairs were necessary because of the grade modifications on the road (to ensure proper drainage on the new road). e) The fifth issue was the new pedestrian push button access (Contentment Road Intersection). The VIDPW requested better access to the pedestrian push button located on the Contentment Road Intersection (station 43+00). This modification allowed better and safer access for users on the intersection. The contract was decreased by $2,935.45 Contract time increased by 58 calendar days 12 Significant Overruns and Underruns Overruns: 41202-0000 Tack Coat – The original quantity for this item was 335 gallons. The quantity required to complete the contract was 2,200 gallons, an overrun of 1,865 gallons or 556.72 percent of the original quantity. The original estimate for the tack coat only took into consideration the quantity needed for the placement of asphalt on the side roads, but did not include the necessary quantity for the asphalt of the main road. 56601-2300 Shotcrete, Grading C, 4-inch depth - The original quantity for this item was 320 square yards. The quantity required to complete the contract was 363.64 square yards, an overrun of 43.64 square yards or 13.64 percent of the original quantity. The original quantity was underestimated. 60201-0800 24-inch pipe culvert - The original quantity for this item was 50 linear feet. The quantity required to complete the contract was 68 linear feet, an overrun of 18 linear feet or 36 percent of the original quantity. The original quantity was underestimated. 61702-0400 Terminal Section Type G4-CRT - The original quantity for this item was 6 each. The quantity required to complete the contract was 7 each, an overrun of 1.0 or 16.67 percent of the original quantity. To improve the safety of the users, an additional end section was needed. Underruns: 15705-0100 Soil Erosion Control, Silt Fence (Wire Backed) - The original quantity for this item was 2,100 linear feet. The quantity required to complete the contract was 894 linear feet, an underrun of 1,206 linear feet or 57.43 percent of the original quantity. The contractor’s maintenance program made it possible to keep the silt fence in place longer. That made it unnecessary to frequently replace the material, making the savings possible. 15706-1000 Soil Erosion Control, Inlet Protection - The original quantity for this item was 28 each. The quantity required to complete the contract is 17 each, an underrun of 11 each or 39.29 percent of the original quantity. The contractor’s maintenance program made it possible to keep the inlet protection in place longer. That made it unnecessary to frequently replace the material, making the savings possible. 15706-1600 Soil Erosion Control, Stabilized Construction Entrance - The original quantity for this item was 3 each. The quantity required to complete the contract was 2 each, an underrun of 1 each or 33.33 percent of the original quantity. Because of the project configuration it was necessary to only stabilize two entrances. 13 20420-0000 Embankment Construction - The original quantity for this item was 400 cubic yards. The quantity required to complete the contract was 0 cubic yards, an underrun of 400 cubic yards or 100 percent of the original quantity. Because of the project configuration, it was not necessary to place embankment material. 25101-2000 Placed Riprap, Class 2 - The original quantity for this item was 10.0 cubic yards. The quantity required to complete the contract was 0 cubic yards, an underrun of 10.0 or 100.00 percent of the original quantity. The riprap was not necessary. 30101-4000 Aggregate Base Grading C or D - The original quantity for this item was 2,400 tons. The quantity required to complete the contract was 959.67 tons, an underrun of 1,440.33 tons or 60.01 percent of the original quantity. Most of the grading was performed on the previous phase of the project (Contract 3). After finishing the entire project grading, we found that the original quantity was overestimated. 41301-0600 Asphalt Pavement Milling, 2-inch depth - The original quantity for this item was 1,000 square yards. The quantity required to complete the contract was 0 square yards, an underrun of 1,000 square yards or 100 percent of the original quantity. Most of the grading was performed on the previous phase of the project (Contract 3). Because of the project grading, it was not necessary to mill the transitions for the existing asphalt. 63506-0500 Temporary Traffic Control, Flagger - The original quantity for this item was 590 hours. The quantity required to complete the contract was 494 hours, an underrun of 96.0 hours or 16.27 percent of the original quantity. 65101-1000 Draped Rockfall Protection, Wire Mesh - The original quantity for this item was 560 square yards.
