resident
Police
Judge
for
that
town.

Chapter
1
of
the
Code provides
for
a
Poiice
Judge
for
ezch
towp.
It
would
seem
to
me
that
when
tne
Code
was
vassed
by this Ccuneil

was eonsidered
necessary
to have
a
Police
Magisirate’s
court
sit in Frederiksted.
We kilow that

is a great
drawback
to the
people
by
their
not
having a judge residing
there.
The
Code provides
that before
an
arrest
can
be made
a complaint
has to
be filed,
and if the judge sec
fit he
may
issue
a
warrant
of arrest.At present
what
happens
is this:
The
Police
go
out and
arrest
persons
without
warrant.
1 have
in mind
a case
where
a man was arrested
on
the
13 of a
certain
month
and
the
complaint
was
not sited
until
the 30
of
that
said
month.
Thisis
a
disgraceful
incident.
In consequence
of all this,
this
¢mendment
is brought
in.
[am glad
to
see
the attitude
Goverment
has taken
in
this
matter,
and | hope
t
at the
Honor-
able
Members
of
this
Council
will
give
the amendment
their favorable
consider-
ation.
