Mooring Area Assessments  
 
 
 
A. Background 
 
The United States Virgin Islands (USVI) Department of Planning and Natural Resources-
Division of Environmental Protection (DPNR-DEP) is the Territory’s environmental 
regulatory agency. DPNR-DEP’s Water Pollution Control (WPC) Program & Water Quality 
Management (WQM) Program are tasked with protecting the Waters of the USVI 
Territory.  
 
The USVI currently has a number of assessment units listed as impaired for turbidity. It 
is believed that the sources of these impairments are related to marine activities. As 
such, WQM in conjunction with DPNR’s Division of Environmental Enforcement (DEE) will 
conduct an assessment of two popular mooring locations – one in the St. Croix district 
and one in the St. Thomas/St. John District. The project should result in a decrease of 
damage to the benthic community by reducing anchorage and limiting turbidity and 
sedimentation which current are the result of ballast water and other recreational 
marine activities. There will not be any water quality data collected in this project. 
 
B. Purpose/Tasks 
 
This project requires a combination of an assessment of the current mooring buoys and 
related appurtenances to determine their remaining useful life and maintenance/repair 
thereof. The selected vendor will be required to provide the following: 
 
1. Qualifications 
a. CVs of all personnel and any qualifications related to deliverables required 
as detailed below in Section D & E. 
 
2. Field Assessment 
a. Submit proposal of: 
i. 
Written assessment of current equipment; 
ii. Must include pictures of the evaluated area; 
iii. Description of current physical condition of the mooring, to be used to 
determine if maintenance and/or replacement is necessary;

iv. Provide quotes to replace and install the recommended items. 
 
3. Project Schedule 
a. Prepare a detailed summary of proposed schedule to complete the field 
assessment tasks noted above. 
 
4. Equipment and Signage Installation 
a. Install approved replacement equipment and mooring area signage. 
 
5. Final Report 
a. Submit a full and final report upon completion of all tasks noted above, to 
include details of work completed and pictures of the equipment installed. 
 
C. Requirements 
 
The selected entity must be licensed to conduct business in the US Virgin Islands, 
current with any local tax obligations, worker’s compensation requirements, possess all 
necessary document required for the creation of the entity, and possess any necessary 
professional liability insurance coverage.   
 
D. Qualifications 
 
The selected contractor must have demonstrated that it has experience with nearshore 
water area assessment, taking field data (including GPS points), and in-water equipment 
replacement and repair.  
 
Proposal must also show a comprehensive use of resources (financial, agency personnel 
and partners) that are available to achieve stated goals. 
 
E. Bid Amount 
 
In consideration of the above listed goals and objectives, please indicate a cost amount 
to provide the services in the form of a bid amount.  To ensure that your proposal and 
bid amount is accepted and not disqualified, it is important that you strictly follow the 
procedures outlined. 
 
F. Consideration of Proposal  
 
This RFP does no commit the DPNR to select a Contractor, to pay any cost incurred in 
the preparation of any type of proposal for any reason, or to procure or contract for 
services or supplies.  DPNR reserves the right to accept or reject any proposal, any part 
thereof, or all proposals received as a result of this solicitation, to negotiate with all 
eligible sources, or to cancel in part or in its entirety, this RFP if it is in DPNR’s best

Scope of Work  
 
 
Project Description

The scope of work for this project requires that assessments and maintenance be 
performed at the following mooring fields throughout the US Virgin Islands:  
 
St. Croix District: Altoona Lagoon 
 
St. Thomas/St. John District: Hassel Island

Project schedule. 
 
2. Install approved replacement equipment and mooring area signage 
 
3. Final Report  
 
Summarizes the work completed and pictures of the equipment installed.
