purport
and result
of
recent
conversa-
tions
with the Ambassador

which

explanations

tude
were
made.
Formal
invitztion
to
participate
in an
expert inguiry
is before
tne
Government
and
a
deelination
is
thereiore
not
in
order.
In the circum-
stances,
no
invitatios
from
the
Allied
powers
now

expected.

that such
an invitation, i

limitations

Governmoant.

the

pulation
mude in Paris,
that
the
experts
should

mean,
in
the

view,
that

could
examine

tions

the
resources
of
the Ruhr,

France
could
not,
however,
discuss
the
legality
of
the
French
oecupation,
the
system
of collection
of taxes
in the Ruhr
region
imposed
by the French
occupation
forces,
the
guarantee
seized
by French
troops,
or the agveement
recently
reach-
ed
between
the
French
autherities
and
the German
industrialists
of
the
Ruhr.
On
the guestion
of the
exact
meaning of
the
French
stipulation,
‘‘present
capa-
city,”” to which
the
experts
would have
been
limitted
in
studying
German
re-
sources
which might
yield
the
means
of
pavment
of reparations,
the
Ambuassador
explained that this
comid
be
interpreted
as
meaning
the
survey
of
the
situation
up
to and including the
year
1930.
Both
the 1930
aead
line
and
the
restrietiuns
that
would
have
been
imposed
by
the
Ruhr
stipulation,
were
given
gen=ral
considerati~n
by
Mr. Hu2hes
in formu-
lating his answer.
