Man Caught on Camera Assaulting Elderly Victim 
St. Thomas, USVI - On Monday, May 1, 2023, at approximately 8:15 a.m., an adult male 
was placed under arrest and charged with Assault First, Assault Third, Aiding and abetting, 
Elderly Abuse, Disturbance of the Peace after being observed on camera footage beating an 
elderly male repeatedly with a chain. Mr. Richard Lazarus, age 32, turned himself in to the 
authorities and he was read his Warning as to Rights and was turned over to the Bureau of 
Correction. His bail was set at $75,000.00.
