Dear Commissioner Oriol: 
The Virgin Islands Fire and Emergency Medical Services (VIFEMS) hereby requests a Federal 
Consistency Determination (FCD) pre-application meeting for the Fortuna Fire Station 
Reconstruction and Safe Room Projects (Project No. 85069, HMGP 4340-0162). VIFEMS 
intends to submit a formal FCD application, and the pre-application meeting will assist the 
agency in preparing for the FCD review process. 
The Fortuna Fire Station sustained damage during Hurricanes Irma and Maria, and FEMA has 
approved funding for the demolition and reconstruction of the station as well as the construction 
of an internal safe room.

Project Scope/Description 
The Virgin Islands Fire and Emergency Medical Services intends to demolish the facility that 
formerly housed the Fortuna/Bordeaux Fire Station and construct a new, single-story fire 
station with an internal safe room.  This new facility will consist of approximately 7,400 
square feet and will include office space, a dining room/day room, male and female dorms and 
bathrooms, an equipment room and apparatus bay.
