Concerning the Title III program, which is a program under which

more senior institutions assist developing colleges like the College of

the Virgin Islands, the Board agreed, after discussion of several pros-

pective associations, to work with the University of Connecticut as the

institution which combined more of the qualities important to our develop-

ment than any of the other institutions under consideration. The Presi-



dent was authorized to proceed with the application.
