An Act amending title 17 Virgin Islands Code, chapter 10, section 111(a) requiring the 
Commissioner of Education to hire a School Nurse Supervisor per district and School Health 
Technicians for every public school in the Territory

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  Title 17 Virgin Islands Code, chapter 10, section 111, subsection (a) is 
2 
amended by designating the existing language as paragraph (1) and inserting paragraphs (2) 
3 
and (3) to read as follows: 
4 
“(2) The Commissioner of Education shall employ a school nurse supervisor 
5 
per district. School nurse supervisors must be a registered nurse or physician 
6 
assistant empowered to hire and directly supervise school health technicians who 
7 
work under the supervision of the school nurse supervisors.

(3)(a) 
For purposes of this subsection, ‘School Health Technician means an 
9 
individual with a healthcare background who has the education, experience and 
10 
certification necessary to monitor student health and provide basic first aid and basic life 
11 
support.’

(b) 
The Commissioner of Education shall develop a job description and standard 
1 
operating procedures including telehealth for the school nurse supervisors and school 
2 
health technicians.  The Commissioner of Health must review and approve the job 
3 
descriptions and standard operating procedures.”

BILL SUMMARY

The bill amends title 17 Virgin Islands Code, chapter 10, section 111, subsection (a) by 
6 
requiring the Commissioner of Education to employ school nurse supervisor in both districts.

School nurse supervisors must be a licensed registered nurse or physician assistant 
8 
empowered to hire and directly supervise school health technicians who work under the 
9 
supervision of the school nurse supervisors.
