Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  (a) Notwithstanding the use restrictions of the Budget Stabilization Fund 
2 
established in title 33 Virgin Islands Code, section 3100m, the sum of $2,770,000 is 
3 
appropriated from the Budget Stabilization Fund of the Treasury of the Government of the 
4 
Virgin Islands to the Department of Human Services in the fiscal year ending September 30, 
5 
2026 for Supplemental Nutrition Assistance Program (SNAP) payments to cover the financial 
6 
deficit created by the Federal Government Shutdown of 2025.

(b) 
The sum appropriated in subsection (a) remains available until expended.

BILL SUMMARY

This bill appropriates $2,770,000 from the Budget Stabilization Fund to the Department 
10 
of Human Services to cover the Supplemental Nutrition Assistance Program (SNAP) deficit

resulting from the Federal Government Shutdown of 2025.  The appropriation ensures

continued SNAP benefits to eligible Virgin Islands residents during the period of federal 
2 
funding disruption and remains available until expended.
