That permission
and
authori-
ty
is
hereby
granted
for the
erec-
tion of a pavilion upon the
grounds
of the Leper Asylum
subject to the
following conditions:
a.
All the
money
necessary
to
e
cover the cost
of material
and
erection
is to be provided
with-
out
drawing
upon
any
public
funds controlled
by
this
body.
b.
The site shall
be designated
by
the
officer in charge
of the
in-
stitution, subject
to the appro-
val
of
the
Governor,
or such
officer as
may
be authorized
to
.
act for him.

c.
The plans
and
estimated
costs
shall be approved
by the indi-
vidual
who
or
the
committee
which
collects
the
necessary
funds,
the Public
Works
Offi-
cer
and
the Governor,
or
such
officer as may be
authorized
to
act for him.
d.
The erection
shall
be under the
direction of the Public
Works
Officer who shall be
limited by
the
approved
plans
and
the
money available
for the
pur-
pose.

low

roposing
to
build
a
pavilion
at
the
Leper
Asylum
where
the
unfortu-
nate people
who arz
confined
there
may
go for worship.
The
American
Mission
for Lepeis in New York has promised
him
certain funds towards
the building of this
pavilion; whether
the
amount
promised
is sufficient he does not know,
but
he
is
going
to
try
to
raise
sufficient
money,
This Resolution
places
2 limit on
the
au
thority
to build;
the
buildicg
wmust
be
e ected
by June
30,
1923,
and
money
forv
its material
and ereciion
must
come from
outside
sources.
They have
asked
Gov-
einment
to transport
ihe
materials,
but
Government
ecannot
promise
that
until
its
erection
is
authorized.
After
the
pavilion is built it shall
become
Munici-
pal property.

forced
to say

is confined largely to people who
do not appear
to appreciate
its
functions
or advantages.
It was notagreeable
to me
to say this,
but it
was
my
evident
duty
to have the
situation
understood.
Some
time has elapsed
since
this
matter
was
forcibly brought
to
attention,
but
little
or
no
improvement
has
been
noticed.

concern might
do this
much
