Javits Federal Building New York, NY 10276 Re: Tutu Well Site St. Thomas, Virgin Islands Dear Ms. Chester: Enclosed is a copy of the proposed Remedial Investigation Workplan which is submitted as a supplement to our letter and comments to the settlement order of December 21, 1989. In addition, we have enclosed the affidavit of Henry Magras, Vice President of L'Henri, Inc. In a recent inspection of the Lagga premises, a former shift supervisor of the Lagga finishing department told Mr. Magras that Lagga dug a large pit behind the building and discharged all waste PCE used during the finishing process. An old rusted refrigerator and large piles of corroded cans are now located in the area where Lagga disposed of the the waste PCE. In addition, there are several corroded metal drums, some of which bear the markings "Progress through Chemistry" located behind the building. Apparently, the Department of Planning and Natural Resources has performed a document search and investigation in relation to the deed of sale and other documents regarding the Lagga Building, and EPA has been aware for some time that the Lagga Building was the principal source of pollution in the area. The Report on Current Ground Water Conditions in the Virgin Islands prepared by Geraghty Miller, Inc. stated that ground water samples taken in 1982 ^from the wells which serve the Virgin Islands Housing Authority were contaminated with chlorinated hydrocarbons. These samples were taken before my client opened its dry-cleaning business in the Tutu area. TUT OO7 1194 *64981* 64981 Ms. Amy R.
