GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission IN RE: Docket No. 685 APPLICATION OF VIELECTRON, LLC. Order No. 26/2021 FOR CERTIFICATION AS A QUALIFIED FACILITY IN THE UNITIED STATES VIRGIN ISLANDS ORDER WHEREAS, on June 8, 2021, the Virgin Islands Public Services Commission (hereinafter “Commission” or “PSC”) received an Application from Vlelectron, LLC. (hereinafter “Vlelectron”) requesting certification as Qualified Facility (hereinafter “QF”) In United States Virgin Islands (hereinafter “USVI”); and WHEREAS, Vlelectron is proposing multi-project, distributed solar installations throughout St. Croix, St. Thomas, and St. John. The proposed multi-project installations include the following: construct three (3) solar projects on St. Thomas, construct two (2) solar projects on St. John and construct three (3) solar projects on St. Croix with a total rated generation capacity of 97.5 MW; and WHEREAS, on August 16, 2021, the Commission received a Report and Recommendations from its Technical Consultant, Georgetown Consulting Group, Inc. (hereinafter “GCG”); and WHEREAS, on August 17, 2021, the Commission met in regular session at its office on St. Thomas, USVI located at No. 1003 Estate Ross, Suite 4 and via its Zoom videoconference link; and WHEREAS, after review and deliberation, the Commission voted to GRANT Vlelectron certification as a QF on St. Thomas USVI, subject to the recommendations included in the GCG report and to ACCEPT GCG’s Report and Recommendations; and NOW THEREFORE, the Commission finds and ORDERS that, Vlelectron’s Application for certification as a QF on St. Thomas USVI is GRANTED on the following condition: PSC Order No. 26/2021 Docket 685: Vlelectron, LLC Application for QF Certification Page 2 of 2 1. Vlelectron must provide semi-annual reporting on the development of the Project _ including the status of power sales, purchase, and interconnection agreements, permitting, financing and construction.
