An Act ratifying Minor Coastal Zone Permit No. CZT-18-21(W) issued to Beach Life, LLC 
for the continued use and occupancy of submerged lands and the installation of a five-foot-
wide by thirty-foot long floating dock anchored by a four-foot wide by twenty-four-foot-long 
wooden walkway on the beach and seaward of Tract C-1 Estate Water Island, St. Thomas,

WHEREAS, Minor Coastal Zone Permit No. CZT-18-21(W) was issued by the

Commissioner of the Department of Planning and Natural Resources to Beach Life, LLC on 
2 
July 13, 2023, and approved by the Governor on October 31, 2023; 
3 
WHEREAS, Minor Coastal Zone Permit No. CZT-18-21(W) authorizes the continued 
4 
use and occupancy of submerged land and the installation of a five-foot-wide by thirty-foot 
5 
long floating dock anchored by a four-foot wide by twenty-four-foot-long wooden walkway on 
6 
the beach and seaward of Tract C-1 Estate Water Island, St. Thomas, Virgin Islands; 
7 
WHEREAS, Section VII of Minor Coastal Zone Permit CZT 18021(W) requires Beach 
8 
Life, LLC to pay an annual rental fee of $1,165; and 
9 
WHEREAS, title 12, section 911 (e) of the Virgin Islands Code provides that the 
10 
Governor's approval of any coastal zone permit or lease issued under that section must be 
11 
ratified by the Legislature of the Virgin Islands; Now, Therefore, 
12

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  Pursuant to 12 Virgin Islands Code, chapter 21, section 911 (e), the 
2 
Legislature of the Virgin Islands ratifies Minor Coastal Zone Permit No. CZT-18-21(W), 
3 
issued for a term of 20 years to Beach Life, LLC by the Commissioner of the Department of 
4 
Planning and Natural Resources on July 13, 2023, and approved by the Governor on October 
5 
31, 2023, for the continued use and occupancy of submerged land and the installation of a five-foot-
6 
wide by thirty-foot-long floating dock anchored by a four-foot-wide by twenty-four-foot-long 
7 
wooden walkway located on the beach and seaward of Tract C-1 Estate Water Island, St. 
8 
Thomas, Virgin Islands.
