REMOVAL OF THE CAP ON MEDICAID PAY- 1 MENTS FOR PUERTO RICO, THE VIRGIN IS- 2 LANDS, GUAM, AND AMERICAN SAMOA AND 3 ADJUSTMENT OF THE MEDICAID STATUTORY 4 MATCHING RATE FOR THOSE TERRITORIES. 5 (a) REMOVAL OF CAP.— 6 (1) IN GENERAL.—Section 1108 of the Social 7 Security Act (42 U.S.C. 1308) is amended by strik- 8 ing subsections (f) and (g). 9 (2) CONFORMING AMENDMENTS.—(A) Section 10 1902(j) of such Act (42 U.S.C. 1396a(j)) is amend- 11 ed by striking ‘‘the limitation in section 1108(f),’’. 12 (B) Section 1905(u) of such Act (42 U.S.C. 13 1396d(u)) is amended by striking paragraph (4). 14 (b) ADJUSTMENT OF FEDERAL MEDICAL ASSIST- 15 ANCE PERCENTAGE (FMAP).—Section 1905(b)(2) of 16 such Act (42 U.S.C. 1396d(b)(2)) is amended by striking 17 ‘‘50 per centum’’ and inserting ‘‘for purposes of this title 18 only 77 percent’’. 19 (c) EFFECTIVE DATE.—The amendements made by 20 this section shall take effect on October 1, 2000, and apply 21 to expenditures made on or after such date. 22 Æ
