receipts
and
will be
left in
rcgular
mail
receptacies
[including
door
sl:t]
at
places
where
this convenience
is provided,
when
per-
sonal delivery can
not be effected.
As

frequently
occurs
that
the addressees
of
special-delivery
mail
are
not
found,
and
no
responsible
person
authorized
to
re-
ceive
the
mail
answers
the
cell,
this
amendment
is
calculated
to
prove
of
great
benefit
in
simpiitying the
special-
delivery service,
and
extend
ng its
use-
fulness.
At the
same
time
the
fact
should
be
cmphasized
that
the special-del
very
sys-
tem
is designed
to expedite
and
not
to
safeguard
mail.
The
registry system
