A conference call was held to continue the agenda of the August 9, 1994 call and
to confirm deliverable dates based upon the ACO and receipt of the Draft Final
Risk Assessment. These dates are as follows:

The remainder of the call focused on the need to have the RI/FS contain adequate
information to write the Record of Decision for the Tutu Wellfield Site. 
TEIC
believes that adequate information exists to write the ROD for groundwater. The
discussion focused on information to allow EPA to write the ROD for soils.
Several points were emphasized including:

• The EPA's presumptive remedy guidelines are useful;
• 
Specific quantification of costs of implementation of a particular soil remedial
technology at individual properties within Tutu area of investigation cannot be
performed due to lack of data on amount of soil involved. A comparison per
ton of affected soil is however possible;
• 
It may be necessary (advisable?) to establish property specific soil clean-up
goals based upon site specific modeling; and,
• 
The FS should present the nature of surface and sub surface soil contamination
and discuss whether or not treatment or removal of contaminated soils would
effect the life of the groundwater remedy.
The conference call was concluded after agreeing to continue the dialogue at an
open discussion with EPA in New York City scheduled for September 20, 1994 at
10:00 AM to review the contents of the RI/FS and the Draft RATM.
