RE: Virgin Islands’ Implementation of Continuing Education and Pre-licensing



Courses and Requirements



Pursuant to Act Number 7964 as codified in Title 22, Chapter 31, Virgin Islands Code (“the

Virgin Islands Producer and Adjuster Licensing Act” or “Act’), which governs the

qualifications and procedures for the licensing of insurance producers, solicitors and adjusters

in the Territory, the Commissioner of Insurance is pleased to announce that the U.S. Virgin

Islands has implemented new insurance continuing education and pre-licensing courses and

requirements. The Act as enacted requires the completion of 24 hours of continuing education

courses and requirements on a biennial basis. In addition to the continuing education

requirements, the Act also allows for the implementation of 20 hours of pre-licensing courses

of study prior to undertaking the insurance examination.



This Bulletin serves to advise United States Virgin Islands (USVJ) resident insurance licensees,

effective January 1, 2024, the United States Virgin Islands Division of Banking Insurance and

Financial Regulation will be requiring resident insurance licensees to complete 12 (9 General

and 3 ethics) Continuing Education credits prior to submitting their renewal application for

calendar year 2025.



The new continuing education requirements apply to resident licensees who hold either a valid

Insurance Producer, Independent and Public Adjusters, or Solicitor license.



Additional information with instructions on finding approved Continuing Education courses

and tracking your progress using your USVI Continuing Education Transcript will be made

available, using your email address, on or before January 15, 2024.
