mittee Report remarked:

This is the second
time I have
the
honor
to
introduce Committee
Reports
on
this
draft of Ordinance.
There
were
so many
amendments
and changes
made
that
it
became
difficult to get
a
clear
report
if
drawn
up
in
the
usual
way,
therefore
we deemed
it best
to print the Ordinance
as
amended
in full.
I will go through
each
section
and give
whatever
elucida-
tions
may be deemed
neccessary.
You
will note that
the
title of the
or-
dinance
has
been
changed.
In
Section
1
we
have
inserted
the
words ‘“‘and specified below’’.
1t is done
for
a technical
reason
—to
intimate
that
the classification
of the birds
is
a part of
the ordinance.

The
Goveramant
introduced
an
am:nd-
ment
to this seetion,
out the Committea,
I am sorry
to say,
did not
agre2
with the
Government’s
amandment.

that
fruit gardens
exist in
S:,
Tho.nas,
but
here
in St.
Croix
we
have
none.
What
we in our local language
call
Iruit
gardens
are
what
in other
places
are
called
¢groves
or
forests,
and
if
the
amendment
were adopted
we would
give
the
birds
very
little
use
of
the
close
season.
Section
2 —According to
Government’s
amendment
the
word
June
in
this
first
line
has
been
changed
to July.
This
is
done
to give the nestlings
the
benefit
of
one
month
more
c¢close
season
Besides
the
Committee
has
inserted
in
line
two
the words
‘‘specified below’’ for
reasons
already stated.
Section
3 has already
been
scnetioned,
and
the only
change
made
is,
we
have
inserted
the words
‘‘speecified telow?’.
Section
4—To
this
section
we
have
added
the
amendment
regar.
ng
traps
which the Council
has a2reed
up.u.
Section
5 —This section
deals
with
tar-
tles.
Government
wishes
to prptect
tur
tle eggs
and the
Committee
agrees
with
Government,
but
e have
gcne
a
step
further
and
propcse
a close
-eason

the
female
turtles.
It is said
that
maie
turtles
very
seldom
come
ashore,
but
the
female
turtles
have
to
come
to
lay
their eggs,
if no protection
is given them
what
could prevent fishermen
from
kill-
ing
them when they
come
ashore
to
liy
tl eir eggs.
The Committee
has proposed
a
close
season
from June
Ist
to
October
30,
as
these
months
are
the
princi-
pal
egzg-laying
months.
Governmert’s
amendment
provides
a
close
season
cf
the whole
year.
Section 6 is printed
in accordance
with
Government’s
amendment
and is a
new
section.
Sections
7
and
8
have
already
been
sanctioned
by
the
Council,
we
have
made
a
slight
change
by
changing
the
word
cents
to bits.
This
is done
to
avoid
using
francs
in
one
section
and
dollars in another.
Section 9—ln
the first line of
this
sec-
tion
we
have changed
the
word
‘‘re-
gulation
to
‘‘ordinance’’,
and
in
the
fourtan
lire
we
have
inserted
the
word
“‘pictitious’’ in accordance
with remarks
made
by the Honorable
Government
Sec-
retary
in the
Second
Ordinary
Mecting
of the Council.
Section
10 —The
wording of lines
3 and
4
of this section
is
changed
so
that
the
section
would
read
in
acecordance
with
the newly inserted
scciions.
Sections
11—We
deemed
it necessary
to
insert
this Section
as
St. Thomas
has
one similar
to ite
The only difference
to
the
one in
St.
Thomas
is that
we have
addad
‘‘provided they
have obtained
the
necessary
permission
from
the
respee-
tive
landowners’’.
We know
that
Gov-
ernment
can grant
exceptions,
but
the
experts
would
have
to ask for permis-
sion
from the
landowners
to
hunt
and
ensnare
on their land.
Section
12 remains unchanged.
Classi-
fication
of
birds is the
same
as
adopted
by the Council.
