No bid shall be accepted for a less amount than the taxes and public sewer system user fees upon said property, together with all the costs and penalties, thereon, and unless accompanied by a cash deposit of ten percent of the amount bid. The balance of the purchase deposit must be paid within 30 days, or the deposit will be retained by the Office of the Lieutenant Governor, Property Tax Division as and for liquidated damages and applied toward satisfaction of the Judgment for which the property is being sold, and the Office of the Lieutenant Governor, Property Tax Division further reserves the right, in such event, to award the sale to the next highest bidder.
