Dear Gentlemen: 
I am in receipt of a letter dated August 11, 2105 that requests certain updates and information from 
Vantage Energy Consulting, LLC as well as a meeting in late September 2015.  This letter fully responds to all 
questions raised. 
1. The Final Audit Report was issued on February 10, 2015 and submitted to the Chairman of the 
VIWAPA BOD and the Chairman of the VIPSC by means of E-mail to the ASC members1.  There are 
no anticipated changes to this report.  I am attaching another copy. Also included in the April 10th 
Email was the Implementation Plan. 
2. I was instructed very early in the project that all communication with the public, including release 
of the report was to be performed by the ASC or Company/Commission Management.  Vantage has 
had no contact with the public and unless authorized to do so by the ASC will continue to comply 
with our contract limits. 
3. An Implementation Plan was prepared by Vantage and completed by VIWAPA management and 
contains answers to questions regarding recommendations, implementation schedule and potential 
savings. 
4. Vantage completed all contractual obligations related to the audit, implementation plan and 
presentation to the VIWAPA BOD on June 11th.   
5. Walter Drabinski can be available for a workshop between September 17 and the end of the 
month, however, the cost will need to be paid by VIWAPA or the VIPSC since our commitment was 
to one post-report presentation. 
6. Vantage knows of no barrier to the release of the Final Report.   
7. We would note for the record that the staffing numbers used in the final report are from 
September 2014 and the current numbers have changed.  Currently St. Croix currently has a total 
247 including 6 temporary employees and St. Thomas has a total 350 including 6 temporary 
employees.
