VIHFA Reaches Key Milestones in Veterans Drive  
Mitigation Project Phase 2 
 
U.S. Virgin Islands – The Virgin Islands Housing Finance Authority (VIHFA) is pleased to 
announce the successful completion of two major milestones in Phase 2 of the Veterans Drive 
Mitigation project – the Environmental Review and the Authorization to Use Grant Funds. These 
approvals clear the way for federal funding access, ensuring continued progress on this critical 
infrastructure project. 
 
Phase 2 builds upon prior efforts to enhance resilience, mitigate environmental challenges, and 
improve accessibility along Veterans Drive – a key transportation corridor for St. Thomas 
residents and visitors alike. With these approvals secured, the project is now positioned to 
move forward in strengthening the territory’s road infrastructure.  
 
“The completion of these milestones brings us one step closer to delivering a safer more 
sustainable Veterans Drive,” said Alanah Lavinier, Deputy Chief Disaster Recovery Officer at 
VIHFA. “As we continue to fund the future of the Virgin Islands, we remain committed to 
transparency and collaboration, ensuring this project benefits the people of our territory.”
