An Act approving Amendment No. 1 to the Lease Agreement between the Government of the 
Virgin Islands and the Virgin Islands Waste Management Authority to amend the premises by 
replacing the parcel of land described as a portion of Parcel No. 10-B VICORP Land, King 
Quarter, St. Croix, Virgin Islands, with Parcel No. 10-M VICORP Land, King Quarter, St. 
Croix, Virgin Islands

WHEREAS, on December 28, 2021, the Governor of the Virgin Islands approved a lease

agreement between the Government of the Virgin Islands, acting through the Commissioner of 
2 
the Department of Property and Procurement, and the Virgin Islands Waste Management 
3 
Authority for the following three parcels of land: (1) Parcel No. 73C Estate Concordia, West 
4 
End Quarter, St. Croix, Virgin Islands, consisting of 64,677.888 U.S. sq. ft. or 1.4848 U.S. 
5 
acres of land more-or-less, as shown on P.W.D. Drawing No. 2217 dated September 30, 1966, 
6 
and revised May 5, 1991; (2) a portion of Parcel No. 10-B VICORP Land, King Quarter, St. 
7 
Croix, Virgin Islands, consisting of 117,612 U.S. sq. ft. or 2.7 U.S. acres of land more-or-less, 
8 
as shown on O.L.G. Drawing No. D9-6528-C016, dated October 7, 2016; and (3) a portion of 
9 
Parcel No. 1 Estate Cotton Valley, East End Quarter, St. Croix, Virgin Islands, consisting of 
10 
65,340 U.S. sq. ft. or 1.5 U.S. acres of land, more-or-less, as shown on P.W.D. Drawing No. 
11 
890, revised March 21, 1960, for constructing and operating solid waste convenience centers;

WHEREAS, on July 20, 2022, the 34th Legislature of the Virgin Islands ratified the  lease

agreement which is Act No. 8580; 
2 
WHEREAS, on June 24, 2024, the Government of the Virgin Islands, acting through the 
3 
Commissioner of the Department of Property and Procurement, and the Virgin Islands Waste 
4 
Management Authority entered into Amendment No. 1 to the Lease Agreement to amend the 
5 
premises by replacing the parcel of land described as a portion of Parcel No. 10-B VICORP 
6 
Land, King Quarter, St. Croix, Virgin Islands, consisting of 117,612 U.S. sq. ft. or 2.7 U.S. acres 
7 
of land more-or-less, with Parcel No. 10-M VICORP Land, King Quarter, St. Croix, Virgin Islands 
8 
consisting of 85,081.392 U.S. sq. ft. or 1.9532 U.S. acres of land more-or-less, as shown on O.L.G.

Drawing No. A9-155-C022, dated March 29, 2022;

WHEREAS, on September 4, 2024, the Governor of the Virgin Islands approved 
11 
Amendment No. 1 to the Lease Agreement between the Government of the Virgin Islands and 
12 
the Virgin Islands Waste Management Authority; and 
13 
WHEREAS, title 31 Virgin Islands Code, part II, chapter 21, section 205, subsection (c) 
14 
provides that in addition to the Governor's approval of a lease, the Legislature of the Virgin 
15 
Islands must also approve the lease; Now, Therefore, 
16 
Be it enacted by the Legislature of the Virgin Islands: 
17 
SECTION 1.  Pursuant to 31 V.I.C. § 205 (c), the Legislature of the Virgin Islands 
18 
approves Amendment No. 1 to the Lease Agreement between the Government of the Virgin 
19 
Islands and the Virgin Islands Waste Management Authority to amend the premises by 
20 
replacing the parcel of land described as a portion of Parcel No. 10-B VICORP Land, King 
21 
Quarter, St. Croix, Virgin Islands, consisting of 117,612 U.S. sq. ft. or 2.7 U.S. acres of land more-
22 
or-less, with Parcel No. 10-M VICORP Land, King Quarter, St. Croix, Virgin Islands consisting of 
23 
85,081.392 U.S. sq. ft. or 1.9532 U.S. acres of land more-or-less, as shown on O.L.G. Drawing
