see
how
they
can
be
interpreted
cotherwise
but
that
Danish
citizens
remaining
in
these
is-
iands
retain
their
municipal rights
and
privileges,
but
if any
one
wish
to
say
that,
that Article hkely
has
been
writ-
ten
without
due
consideration
being
siven
toit, I would
refer
to
the
corres-

between
the
Danish
Govern-
ment and
the United States
Government
on Article 6 which reads:
“"With regard
to these
rights,

commerciai

Danish
subjects

The first draft
was
made
in the United
States
and
submitted
to
the
Danish
Government;
the
Danish
Government
changed
it
in
the
manner
in which
it
was
ultimately accepted
and
inserted
in
the Treaiy.
The
United States
Govern-
ment answered
that it did not see
its way
to
accept
and
the
dratt
was
referred
back
to
the
Danish
Government
for
furiher consideration.

Danish

exact conformity
with Article
3
of
the
former
convention

the option

been

tailed

one
year
and
that
an
ad-
dition
has
been
made
in respect
to the
declaration
to
be
made
for
children
un-
der
18 years.

reasons,
which,

the

convention

granting

to
the inhabitants,
and
the
reason
that
the
Danish
Government
is
not
in
possession
of
the necessary
ma-
terials
for an
exact
estimation
as
to how
their position
will be
after
the transfer

reasons
have
been
so thoroughly
ar-
gued during the discussions
between
the
two
Governments
preceeding
the
con-
vention of 24th January
1902, that it will
not be necessary
her=to repeat
them.
Without
that
article
the Treaty
would
not
have
been
accepted
in
the
Danish
Diet,
the
same¢
being
the
case
in
1902.
Os
course,
we
all know, according
to the
Americar
“onstitution, that
a Treaty
is
the
supreme
law
of
the
land,
but
the
Courts
have
held
that
treaties
may
be
changed
by Congress,
but
the
one
under
discussion
is little stronger
than
a treaty
in general.
I consider
it
more
of
a
con-
tract
between
the
two Governments.
See
also
the
werd “‘convention’’.
The
Chairman
says
that
no
reliability
should
be placed
upon
the
newspapers,
I
do
not
know
whether
Congress
overlooked
the
Treaty,
or
wheth-
er
they
eonstrue
it
different
to
others.
or
if the intention
is
to set
aside
the Treaty.
Those
are questions
I cannot
answer.
It is
not pleasant
for
one
to be
feeling
himself
an interloper,
therefore
I beg
to place
my
resignation
at the
dis-
posal
of
the
Council
to be passed
upon
by
them
when
the
amendment
is
ap-
proved
by
the
President
of
the United
States.
We are
not so much interested
in
being
members
of this Council —to which
noremuneration,
and bardly any honor
is
attached.

for myself,I
do not
know
how other
members
feel-
so
as
to spend
any
money
in gettinga
decision
from
the
Courts.
Rather
than
be
fired,
I prefer
to resign,
because
I
would
not
like
to
be
thrown
out of this
Council
of which
1 have

years.
