Joseph Stadium Project on November 19, 2025. Dear Senator Bolques: Thank you for your invitation to participate in the upcoming hearing scheduled for Wednesday, November 19, 2025, at the Fritz E. Lawaetz Legislative Hall on St. Croix. Due to a prior commitment, during which I will be out of the country, I will not be able to attend the hearing regarding the Paul E. Joseph Stadium Project. Additionally, I am also unable to designate a representative to appear on my behalf. While I cannot attend the November 19, 2025, hearing, please note that the Contract (including Contract No. C003SPRC15, Contract No. C003ASPRC15 (Supplemental Contract No. 1), and Contract No. PO-24-810-8102-688 (Supplemental Contract No. 2)) remains current through December 25, 2025, in line with executed change orders. Since the Contract has been executed and the Notice to Proceed has been issued, the Department of Public Works (“DPW”) leads the supervision and overall oversight of the ongoing project in line with its statutory responsibilities. DPP supports DPW, and the Department of Sports, Parks, and Recreation (“SPR”), through the review of change orders and supplemental contracts, interpretation of terms and conditions, and resolution of disputes. As of the date of this correspondence, no additional change orders have been processed since the July 2025 hearing on the subject, and therefore, the Department has no supplemental documentation to share. DPP appreciates the Committee’s interest in the project, and we look forward to continued collaboration with the Department of Public Works, the Department of Sports, Parks and Recreation, and all other stakeholders to see this Project through to completion.
