Dear Senator Bolques, 
 
I am writing to respectfully inform you that neither Mrs. Nicholas nor I will be able to attend the 
oversight hearing scheduled for Friday, February 20, 2026, regarding the Paul E. Joseph Stadium 
Project. This is due to my prior commitment to attend the NGA 2026 Winter Meeting in 
Washington, DC, where I will be participating in my capacity as Territory Infrastructure 
Coordinator. 
 
As I have direct oversight of this project, no other representatives from the Department will be 
available to testify in my absence.
