March 10, 2025 Requests Through the Chair Responses from DPNR
Good Day,  
 
On behalf of Senator Hubert L. Frederick, Chairman of the Committee on Economic Development and 
Agriculture, please see the below responses (in blue) from the Department of Planning and Natural Resources 
(DPNR) to requests through the chair made during the March 10, 2025 committee meeting:  
 
 
Senator Angel Bolques Jr. – Requested the total amount associated with the Turnbull Roofing project. 
The total amount for the Turnbull roof is $1,187,195; the amount of funding that is coming from our 
IRA award that is currently paused is ~ $290,000. 
 
Senator Novelle Francis – Requested information on the amount owed in vendor payments.  We 
currently have $3,938,436 pending for vendor payments.  $2,301,446 is approved by DOF and awaiting 
a check run; $1,541,731 is awaiting approval by DOF; $95,259 is awaiting approval from DPP to then 
be processed for liquidation. 
 
Senator Carla Joseph – Requested a status report on the consent decree from the Department of Justice 
and the Environmental Protection Agency, along with DPNR’s overall plan.  The Consent Decree is on 
the landfills, which are not managed by DPNR.  The documents should be requested from the Waste 
Management Authority or from the Department of Justice.   
 
Senator Kenneth Gittens – Requested the status of all libraries in the Territory.  The Florence Williams 
Library in Christiansted is currently open on Tuesdays through Saturdays from 9:00 am to 6:00 
pm.  The Petersen Library in Frederiksted and the Turnbull Library in St. Thomas are under 
construction are closed to the public.  The Sprauve Library on St. John is closed due to lack of staffing.
