Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. NATIONAL PARK SERVICE STUDY REGARDING 3 THE U.S. VIRGIN ISLANDS MILITARY AND 4 VETERANS MEMORIAL MUSEUM. 5 (a) FINDINGS.—The Congress finds as follows: 6 VerDate Aug 31 2005 02:48 Jun 30, 2007 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2919.IH H2919 cnoel on PRODPC60 with BILLS 2 •HR 2919 IH (1) The U.S. Virgin Islands Military and Vet- 1 erans Memorial will be a tribute to the over 3000 2 war veterans of Virgin Island descent who reside in 3 St. Croix, Virgin Islands. 4 (2) The Memorial will include exhibits, arti- 5 facts, and memorabilia of conflicts that involved vet- 6 erans of Virgin Island descent, including members of 7 the 332nd Fighter Group, more commonly known as 8 the Tuskegee Airmen. 9 (3) The Memorial will feature a Wall of Re- 10 membrance listing and identifying every Virgin Is- 11 land veteran by war or conflict to provide a lasting 12 homage to their courage and resolve. 13 (4) The plan for the Memorial includes estab- 14 lishment of a veterans medical clinic on the Memo- 15 rial site, to extend and enhance medical services for 16 veterans on the Island of St. Croix. 17 (5) In 2001, the 24th Legislature of the Virgin 18 Islands enacted legislation, known as the Virgin Is- 19 lands Military Museum and Veterans Memorial Act, 20 authorizing the establishment of a memorial in the 21 Virgin Islands to the over 3000 registered Virgin Is- 22 land War Veterans who reside in the Virgin Islands. 23 VerDate Aug 31 2005 02:48 Jun 30, 2007 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2919.IH H2919 cnoel on PRODPC60 with BILLS 3 •HR 2919 IH (6) It is anticipated that funding to construct 1 the Memorial will come from a combination of Fed- 2 eral, local, and private funding sources. 3 (b) STUDY.—The Secretary of the Interior shall carry 4 out a study to determine the suitability and feasibility of 5 designating the U.S. Virgin Islands Military and Veterans 6 Memorial, to be located on ten acres in Fredericksted, St. 7 Croix, U.S. Virgin Islands, as a unit of the National Park 8 System. 9 (c) STUDY PROCESS AND COMPLETION.—Section 10 8(c) of Public Law 91–383 (16 U.S.C. 1a–5(c)) shall 11 apply to the conduct and completion of the study required 12 by this section. 13 (d) REPORT.—The Secretary shall submit a report 14 describing the results the study required by this section 15 to the Committee on Resources of the House of Represent- 16 atives and the Committee on Energy and Natural Re- 17 sources of the Senate. 18 Æ VerDate Aug 31 2005 02:48 Jun 30, 2007 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H2919.IH H2919 cnoel on PRODPC60 with BILLS
