An Act amending sections 8 and 9 of Act No. 7267 by changing the authorized use of Matricula 
22-a Estate Mars Hill, West End Quarter, St. Croix, Virgin Islands, and by reprogramming the 
$2,000,000 appropriation

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  (a)  Act No. 7267 is amended by striking section 9 in its entirety and 
2 
inserting the following new language:

“The Department of Property and Procurement shall transfer title and ownership of 
4 
Matricula 22-a Estate Mars Hill, West End Quarter, St. Croix, Virgin Islands, consisting 
5 
of approximately 44.503 U.S. acres, as more fully described in OLG No. 5123, dated 
6 
October 29, 1998, to the Virgin Islands Housing Finance Authority for the purpose of 
7 
constructing mixed-income affordable housing.”

(b) 
The $2,000,000 appropriated to the Virgin Islands Housing Finance Authority 
9 
(“VIHFA”) in section 8 of Act No. 7267 to be used for architectural and engineering services 
10 
and infrastructure work for a Multipurpose Indoor Complex is reprogrammed for the VIHFA 
11

to use for the construction of mixed-income affordable housing at Matricula 22-a Estate Mars

Hill, West End Quarter, St. Croix, Virgin Islands.

BILL SUMMARY

This bill amends sections 8 and 9 of Act No. 7267 by changing the authorized use of

Matricula 22-a Estate Mars Hill, West End Quarter, St. Croix, Virgin Islands from a

Multipurpose Indoor Complex to mixed-income affordable housing, and reprogramming the 
6 
$2,000,000 appropriated to the Virgin Islands Housing Finance Authority (“VIHFA”) for the  
7 
architectural and engineering services, and infrastructure work for the Multipurpose Indoor 
8 
Complex for the VIHFA to you use for the construction of mixed-income affordable housing.
