GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission In re Genesis Brew, LLC’s Application for Qualified Facility Certification Docket No. 631 Order No. 19/2018 Nee ee ee ORDER WHEREAS, on July 1, 2014, the Virgin Islands Public Services Commission (hereinafter “Commission” or “PSC”) received an Application from Genesis Brew, LLC (hereinafter “Genesis Brew”) seeking certification as a Qualified Facility (hereinafter “QF”) at Plot 1 of Parcel No. 5 Estate St. John, Queen Quarter, St. Croix, United States Virgin Islands; and WHEREAS, on August 22, 2014, the Commission received a report from its Technical Consultants, Georgetown Consulting Group, Inc. (hereinafter “GCG”); and WHEREAS, on August 26, 2014, the Commission held a Special Meeting in both of its offices on St. Thomas and St. Croix, United States Virgin Islands; and WHEREAS, the Commission received testimony from GCG and representatives of Genesis Brew; and WHEREAS, after review and deliberation, the Commission approved Genesis Brew’s application for certification as a Qualifying Facility at Plot 1 of Parcel No. 5 Estate St. John, Queen Quarter, St. Croix, United States Virgin Islands (PSC Order 57/2014); and WHEREAS, on October 27, 2015, the Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands and granted Genesis Brew an extension for one (1) year (PSC Order 10/2016); and WHEREAS, on March 10, 2016, Genesis Brew filed a status update with the Commission; and WHEREAS, on November 2, 2016, Genesis Brew filed its third quarter update with the Commission; and WHEREAS, on November 3, 2016, the Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands and granted Genesis Brew an extension for one (1) year (PSC Order 3/2017); and WHEREAS, on November 13, 2017, Genesis Brew filed a Request for Extension of Qualified Facility Certification. In that filing, Genesis Brew represented that progress has been PSC Docket 631 Order No. 19/2018 — QF Certification of Genesis Brew, LLC Page 2 of 2 made on WAPA’s April 2017 Request for Proposals, and that as of October 16, 2017, WAPA notified Genesis Brew that its proposal was accepted and that negotiation of a power purchase agreement was pending; and WHEREAS, on December 19, 2017, the Commission held a Regular Meeting in the conference room at the Henry E. Rohlsen Airport on St. Croix, United States Virgin Islands, where the Genesis Brew testified on the status of their operations and requested a six (6) month extension on their status as a Qualifying Facility; and WHEREAS, the Commission voted to grant Genesis Brew a six (6) month extension on their status as a Qualifying Facility, with progress reports to be filed at least quarterly (every three months). NOW THEREFORE, the Commission ORDERS that: I. Genesis Brew, LLC’s status as a Qualifying Facility is extended for six (6) months, with progress reports to be filed at least quarterly (every three months). So Ordered.
