Housing Census, [1980-Volume 1 -Chapter B) followed by a jnumber representing the Area. Legal pro- visions for this census, which was con- ducted as of April 1, 1980, was made in the Act of Congress of August 31, 1954 (amended August 1957, December 1975, and October 1976), which codified Title 13, United States Code. A large portion of the housing infor- mation compiled from the 1980 Census of Population and Housing will appear in Volume 1, Characteristics of Housing Units, of which this report is part. The total housing unit and population counts for the various geographic entities shown here may differ from those shown in the Advance Reports, PHC80-V. The differences reflect corrections of errors found after the PHC80-V reports were prepared. The changes may affect any geographic area shown in this report. 1 The content and procedures of the I 1980 census were determined after eval- uation of the results of the 1970 census and consultation with a wide variety j of users of census data. A number of changes were introduced in 1980 to im- prove the usefulness of the census results. The changes do not, however, affect to any appreciable extent the comparability between the 1980 census data and the 1970 census data for most characteristics. Further information on comparability appears in Appendix B, "Definitions and Explanations of Subject Characteristics." More detailed information on the tech- nical and procedural matters covered in the text of this report can be obtained by writing to the Director, Bureau of the Census, Washington, D.C. 20233. Such information will also appear in other publications of the 1 980 census. CONTENTS OF THE REPORT This report contains text (this introduc- tion and five appendixes), a table of con- tents, 24 detailed tables, 2 allocation tables, and maps. A general location map and a map of the Virgin Islands showing the island names appear after the table of contents. Then follow the detailed tables and the tables showing allocation rates. The first table in this report is table 23; tables 1 to 22 appear in General Housing Characteristics, HC80-1-A, report for this Area. Each table is identified by a table number and title. The "stubhead" at the left under the title defines the types of geographic areas for which data are shown in the particular table and is considered part of the table title. The appendixes appear last in the report. Appendix A describes the various area classifications (e.g., urban and rural residence, minor civil divisions, and places). Appendix B provides definitions and explanations for the subjects covered in this report. Appendix C briefly ex- plains the residence rules used in count- ing the population and describes the data collection and processing procedures. Appendix D presents information on the sources of error in the data, editing procedures, and a description of the allocation tables B-1 and B-2. Appendix E contains facsimiles of the 1980 census questionnaire pages showing the popu- lation and housing questions used to produce the data shown in this report. DERIVED FIGURES (Medians and Percents) This report presents medians and per- cents, as well as certain ratios. The median—a type of average— is the middle value in a distribution; i.e., the median divides the distribution into two equal parts: one-half of the cases fall below the median and one-half of the cases exceed the median. Percents and other derived measures which round to less than 0.1 are not shown but indicated as zero (i.e., "-"). Medians for rooms are rounded to the nearest tenth, for income, selected monthly owner costs, and gross rent to the nearest dollar, and for value to the nearest hundred dollars. In computing medians for rooms, the whole number is used as the mid-point of the interval so that, for example, the category "3 rooms" is treated as an interval ranging from 2.5 up to 3.5 rooms. In computing median rent, units reported as "No cash rent" are excluded. The median is computed on the basis of the distribution as tabulated, which is sometimes more detailed than the distribution shown in this report. When the median falls in the lower terminal category of an open-ended distribution, the method of presentation is to show the initial value of the next category followed by a minus sign; thus, for ex- ample, if the median gross rent falls in the category "Less than $50," it is shown as "$50-." When the median falls in the upper terminal category of an open- ended distribution, the initial value of the terminal category is given followed by a III Introduction plus sign; thus, for example, if the median gross rent falls in the category "$500 or more," it is shown as "$500+." SYMBOLS AND GEOGRAPHIC ABBREVIATIONS The following symbols and geographic abbreviations are used in the tables: • A dash "-" represents zero or a per- cent which rounds to less than 0.1 • Three dots ". . ." mean not applicable or that the data are being withheld to avoid disclosure of information for individuals or housing units (For fur- ther information on disclosure, see the section below on "Suppression of Data for Confidentiality.") • CDP is census designated place. SUPPRESSION OF DATA FOR CONFIDENTIALITY To maintain the confidentiality promised respondents and required by law, the Census Bureau takes precautions that its published data do not disclose informa- tion about specific individuals and hous- ing units. To accomplish this, the Bureau suppresses data for characteristics which are based on a small number of persons and/or housing units in the geographic area. Under certain conditions, both primary and complementary suppression, as defined below, may take place. The general rules of primary sup- pression are: counts of total popula- tion by race and Spanish origin are never suppressed; other characteristics for persons are shown only if there are 15 or more persons in the geographic area; counts of total housing units, vacant housing units, year-round housing units, and occupied housing units are never suppressed; characteristics of year-round housing units which are not classified by occupancy status are shown only when there are 5 or more year-round housing units in the geographic area; characteristics of families, households, or occupied housing units are shown only if there are at least 5 occupied housing units within the geographic area; and distributions of data for owners or renters are shown only where the number of owners is at least 5 or the number of renters is also at least 5. These primary suppression criteria are applied independently of one another. Population and occupied housing unit characteristics cross-classified by race or Spanish origin (of the householder in the case of occupied housing units) are subject to an additional level of examina- tion. This requires that the 15 person or the 5 housing unit criterion stated above be applied individually to each race or Spanish origin category. Finally, complementary suppression is applied to prevent the derivation of primary suppressed data by subtraction. For example, housing unit data shown by tenure may require complementary sup- pression when the number of owner- occupied or renter-occupied housing units is less than five.
