Good afternoon,  
Senator Clifford A. Joseph, Sr., Chair of the Committee on Homeland Security, Justice and 
Public Safety other members of the committee, and non-committee members present. My name is 
Terrence Manning, Capitol Police Chief Legislature of the Virgin Islands.  
I was asked to be here to provide testimony as it pertains to: 
 
Bill No. 36-0020 - An Act amending title 2 Virgin Islands Code, chapter 1, section 6 allowing the 
Police Chief of the Legislature; the Sergeant-of-Arms; or any security officer of the Legislature; 
who has peace officer status, to arrest a person who neglects or refuses to appear before the 
Legislature in obedience to subpoena 
Capitol Police is a division of the Legislature of the Virgin Islands that includes over 20 POST 
Certified Law Enforcement Officers. A POST Certified Officer is a peace officer who has 
successfully completed the Peace Officer Standards and Training (POST) Board certification 
process. This process includes completing a POST-approved Basic academy, passing the POST 
certification examination, and undergoing a background check. The Basic academy is the training 
standard for police officers, deputy sheriffs, and other classifications of peace officers to include 
updates to training at least yearly.  
 
Capitol Police Officers are POST certified by POST in the U.S. Virgin Islands. Our POST 
Certified Officers can make arrests. Arrests being the seizing of someone by legal authority and 
taking that person into custody.
