GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES PUBLIC SERVICES COMMISSION IN RE: Docket No. 630 ADVANCE POWER, LLC’S APPLICATION FOR Order No. 9/2016 QUALIFIED FACILITY CERTIFICATION ORDER WHEREAS, on June 27, 2014, the Virgin Islands Public Services Commission (hereinafter “PSC” or the “Commission”) received an Application from Advance Power, LLC (hereinafter “Advance Power”) seeking certification as a Qualifying Facility (hereinafter “QF”) at Bovoni Point, St. Thomas, United States Virgin Islands; and WHEREAS, on August 22, 2014, the Commission reccived a report from its Technical Consultants, Georgetown Consulting Group, Inc. (hereinafter “GCG”) WHEREAS, on August 26, 2014, the Virgin Islands Public Services Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands, received testimony from its Technical Consultants, and representatives of Advance Power; and WHEREAS, the Commission APPROVED Advance Power’s Application for certification as a Qualifying Facility at Bovoni Point, St. Thomas, United States Virgin Islands in PSC Order 56/2014; and WHEREAS, on September 29, 2015, Advance Power submitted correspondence to the Commission as a report on the progress of Advance Power’s wind energy project proposed for Bovoni Point and its request for an extension of Advance Power’s QF certification; and WHEREAS, on October 27, 2015, the Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands; and WHEREAS, after review and deliberation the Commission voted to GRANT an extension for a period of one (1) year and that Advance Power shall submit progress reports to the Commission every six (6) months; and NOW THEREFORE, the Commission finds and ORDERS:
