Re: Invitation to Testify – Oversight Hearing on the Paul E. Joseph Stadium Project 
Dear Commissioner Oriol, 
As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify at 
an oversight hearing scheduled for Wednesday, November 19, 2025, at 1:00 PM, at the Frits E. Lawaetz 
Legislative Chamber on St. Croix. 
This hearing will evaluate the progress and interagency coordination involved in the Paul E. Joseph Stadium 
project. The Committee is conducting a comprehensive review of the timeline, funding, and regulatory 
processes as the facility approaches its anticipated December 2025 completion. 
Given the Department of Planning and Natural Resources' jurisdiction over permitting, environmental 
compliance, and land use, your testimony is essential to: 
• 
Clarify the status of permitting and zoning reviews related to the project 
• 
Identify any regulatory or environmental issues that have contributed to project delays 
• 
Provide recommendations for improving coordination between agencies and project stakeholders

November 17, 2025, to allow for proper review and inclusion in the official hearing record.
