Joseph Stadium Project July 18, 2025 Honorable Angel Bolques, Chairman of the Committee of Culture, Youth, Aging, Sports, and Parks, of the 36th Legislature of the United States Virgin Islands, other committee members, non-committee members present, central staff, listening and viewing audience, good morning. I am Vincent Roberts, the Commissioner Nominee for the Department of Sports, Parks, and Recreation (DSPR). Thank you for the opportunity to appear before you today to provide testimony regarding DSPR’s role in the Paul E. Joseph Stadium Project. As the agency charged with the stewardship of public recreational facilities and promoting sports and community wellness across the Virgin Islands, DSPR has maintained a vested interest in the successful redevelopment of the Paul E. Joseph Stadium. Our department acts as the end-user agency for the stadium project. In this role, we have collaborated closely with the Department of Public Works (DPW), the Department of Property “We Commit to Keep You Fit” and Procurement (DPP), and the Office of Disaster Recovery (ODR) to ensure the facility meets our community's functional needs and aligns with our long-term programming objectives. Specifically, DSPR has provided design input to ensure the stadium accommodates multi-sport use, reviewed and approved facility layouts to support community events, collaborated on accessibility and safety standards to ensure compliance with ADA and public safety codes, and participate in site visits and milestone reviews to assess progress and provide feedback on usability and operational readiness. We also raise concerns when project delays or design changes threaten to compromise the stadium’s intended use. DSPR is committed to ensuring that once the stadium is completed, it will be fully activated with programming that reflects the spirit and resilience of the Virgin Islands. The features of the stadium will allow DSPR to host youth leagues, cultural festivals, and sports tourism initiatives, while stimulating economic activity and providing a modern space for community engagement. DSPR supports the Committee’s efforts to ensure transparency and accountability, and we respectfully request continued legislative support to ensure that the stadium is not only completed but also maintained and programmed to its fullest potential.
