people”, he said who criticize the League’

sions,
article 10
in particular,
crystal-
lize the-actual
conditions
which
prevail
in
consequence
of the
Versailles
and
other Paris
treaties’’.
Lord Robert
de-
clared that iny his opinion the League
did
not create any such arbitrary
conditions
It was,
he said,
a more
flexible
arrange-
ment:
capable
-of change
and
improve-
ment, Article 10;he said, might
be
eli-
minated.
Provision
must
be
made,
he
added,
for the submission
for
discussion
to the assembly
of
the
League
of
any
treaty which proved undesirable,
or like-
ly to disturb tre peace
of the world.
