Cornel Williams graduated summa cum laude 
from then College of the Virgin Islands in 1982 with 
a Bachelor of Arts in Accounting. He obtained a 
Master of Business Administration degree with a 
concentration in Finance from the University of 
Illinois in 1986. He returned to the Virgin Islands 
in 1988 after serving two years as Manager of 
Finance at Ford Motor Company.
Mr. Williams recently retired from International 
Capital and Management Company (ICMC), a 
private merchant banking firm on St. Thomas. He 
was employed by ICMC for fifteen years, first as 
Chief Financial Officer (four years) and later as 
President (11 years). He managed the company 
through a period of significant growth in services 
to clients in the United States, with Cancer Treat­
ment Centers of America as the principal client. 
Mr. Williams also takes pride in having expanded 
the company’s community outreach efforts, with a primary focus on education 
and youth development as well as cancer support and outreach. This outreach has 
included ICMC’s signature “Jazz in the Park” concert series and community efforts 
to revitalize downtown Charlotte Amalie. Under his leadership, ICMC was a major 
partner and source of philanthropic support for many non-profit organizations.
Mr. Williams held several key positions prior to ICMC such as Deputy Executive 
Director of the Virgin Islands Port Authority, Accounting Manager of the Virgin 
Islands Port Authority, Vice President and Chief Financial Officer of The Lockhart 
Companies, Finance Manager for the Virgin Islands Telephone Corporation, and 
Finance Manager for VI Maritime Services. 
One constant for Mr. Williams has been a close working relationship with the Uni­
versity of the Virgin Islands. He once served as a full-time employee in the Business 
Office, a part-time instructor in the School of Business, and maintained a thirteen 
year partnership with the School of Business in delivering a summer residency 
program for high school students.  
Mr. Williams also takes time to serve on a number of boards. He is currently Chair­
man of the St. Thomas & St. John District Board of Directors of the VI Government 
Hospitals and Health Facilities Corporation.  He also currently serves on the boards 
of International Capital & Management Company, International Private Bank, The 
Lockhart Companies, VI Montessori School & Peter Gruber International Academy, 
Virgin Islands Capital Resources, and most recently the board of Lutheran Social 
Services. In the past, he has served on the board of the United Way of St. Thomas 
and St. John, serving as the board’s 2003/2004 President.  He is also a past board 
member of United Way International, headquartered in Alexandria, Virginia, and 
also served as Chair of the organization’s Caribbean Regional Council.  
Mr. Williams was born on the island of St. Kitts and has been a resident of the U.S. 
Virgin Islands for over 35 years. He currently resides on St. Thomas with his wife Lena.
