an oversight hearing scheduled on Friday, February 20, 2026, at 10:00 AM at the Frits E. Lawaetz Legislative 
Chamber on St. Croix. 
The purpose of this hearing is to review the financial and operational status of the Clinton E. Phipps Racetrack 
and the broader implementation of Horse Racing in the St. Thomas and St. John District. As a key private sector 
stakeholder in the development and execution of horse racing activities in the territory, your testimony is 
essential to advancing transparency and collaboration. 
The Committee seeks your input on the following:

Construction status and project timelines related to Southland Gaming’s obligations 
• 
Financial contributions and disbursement protocols 
• 
Challenges encountered in project implementation and coordination with government agencies 
• 
Commitment to supporting local horsemen and racing operations in both districts
