I extend my appreciation for the invitation to appear and testify before the Committee on Culture, 
Aging, Youth, Sports and Parks at the legislative hearing scheduled for Friday, October 31, 2025. 
Regrettably, due to a scheduling conflict arising from the change in hearing date, I will be unable to 
attend personally. In my absence, Assistant Commissioner Victor Somme III will appear on behalf of 
the Virgin Islands Department of Education to provide testimony and respond to any questions from 
the Committee. 
Please be assured that Assistant Commissioner Somme is fully briefed and authorized to represent the 
Department’s position on all matters pertaining to the hearing agenda.
