Response: In order to submit a proposal, the bidder as stated in section J 
must show evidence of business license or registration in their state of 
registry? Yet in Addendum #1 Question 1 States that a valid VI general 
contractor license would be required and since the proposal include, 
"installation" that sounds appropriate but Addendum #2 item 4 does not 
sound correct, since I contacted DCLA and inquired if reciprocity on 
contractors license from outside the territory was recognized, and was told 
that NO, in order to do business in the territory you must have VI License. 
 
 
Answer:  Pursuant to Title 31 Section 236 (g) of the VIC a business must 
have been licensed for at least one year by the Department of Licensing and 
Consumer Affairs to do business in the United States Virgin Islands at the 
time of submission…
