PUBLIC NOTICE 
 
 
Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources 
informs the public that the following St. Thomas Coastal Zone Management (CZM) 
Committee Meeting is scheduled for Wednesday, November 19, 2025, at 4:00 pm. This 
meeting will be held via the video conferencing platform Microsoft Teams.     
  
The agenda is as follows:   
  
Public Hearing (testimony will be heard) 
Decision Meeting for Coastal Zone Management No. CZT-02-20(L) – Universal Concrete, 
Inc- Modification No. CZM0031-25. The project is proposing to add a third floor for offices 
and storage on the existing utility/storage building. Modification also includes a concrete 
platform west of the existing cistern for a solar farm and to install a solar to run the plant 
completely.  The project is located on Plot No. 129 Rem, Submarine Base, St. Thomas 
Virgin Islands 00802.   
 
Public Hearing on Federal Consistency Determination No. CZM0040-25 Virgin Islands 
Economic Development Authority- Admin Building.  The proposed improvements to the 
facility mostly include partial interior renovations, the addition of a vertical circulation 
corridor, and miscellaneous minor site improvements to include the addition of 14 
parking spaces and sidewalk.   
 
Public Hearing for Coastal Zone Management No. CZMJLW0001-25- Total Energies 
Marketing Puerto Rico Corporation- Modification. The project proposes modification for 
terminal operations for storage and delivery of Jet Fuel to Cyril E. King Airport. The 
project also includes construction of new installations inside terminal premises such as a 
loading rack, firefighting system and remodeling the administrative building.  The project 
is located on Plot No. 70Y Estate Lindbergh Bay, St. Thomas Virgin Islands 00802.
