AN ACT 
To increase the waiver requirement for certain local matching 
requirements for grants provided to American Samoa, 
Guam, the Virgin Islands, or the Commonwealth of the 
Northern Mariana Islands, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. WAIVER OF LOCAL MATCHING REQUIREMENTS.

(a) WAIVER
OF
CERTAIN
MATCHING
REQUIRE-
2
MENTS.—Section 501 of the Act entitled ‘‘An Act to au-
3
thorize certain appropriations for the territories of the 
4
United States, to amend certain Acts relating thereto, and 
5
for other purposes’’, approved October 15, 1977 (48 
6
U.S.C. 1469a; 91 Stat. 1164) is amended—
7
(1) in the last sentence of subsection (d), by 
8
striking ‘‘by law’’; and 
9
(2) by adding at the end the following new sub-
10
section: 
11
‘‘(e) Notwithstanding any other provision of law, in 
12
the case of American Samoa, Guam, the Virgin Islands, 
13
and the Northern Mariana Islands, each department or 
14
agency of the United States shall waive any requirement 
15
for local matching funds (including in-kind contributions) 
16
that the insular area would otherwise be required to pro-
17
vide for any grant as follows: 
18
‘‘(1) For a grant requiring matching funds (in-
19
cluding in-kind contributions) of $500,000 or less, 
20
the entire matching requirement shall be waived. 
21
‘‘(2) For a grant requiring matching funds (in-
22
cluding 
in-kind 
contributions) 
of 
more 
than 
23
$500,000, $500,000 of the matching requirement 
24
shall be waived.’’.

(b) CONFORMING AMENDMENT.—Section 601 of the

Act entitled ‘‘An Act to authorize appropriations for cer-
2
tain insular areas of the United States, and for other pur-
3
poses’’, approved March 12, 1980 (48 U.S.C. 1469a note; 
4
94 Stat. 90), is amended by striking ‘‘, and adding the 
5
following sentence’’ and all that follows through ‘‘Is-
6
lands.’ ’’.

SEC. 2. STUDY. 
8
Not later than 2 years after the date of the enact-
9
ment of this Act, the Secretary of the Interior shall com-
10
plete and submit to the Committee on Resources of the 
11
House of Representatives and the Committee on Energy 
12
and Natural Resources of the Senate the results of a study 
13
of the implementation of the amendments made by sub-
14
section (a) of section 1.
