quarantined by our system, and | only became aware of the matter when my secretary

received your recent phone call. | regret that this unforeseen technical issue delayed my

receipt of your correspondence and impacted timely communication regarding this

important issue.



Given that a hearing is scheduled for tomorrow, | must respectfully inform you that

| will be unable to appear. | do not have sufficient time to adequately prepare testimony

that would provide a meaningful and thorough contribution.
