COMMITTEE ON HOUSING, TRANSPORTATION AND TELECOMMUNICATIONS BILL NO. 36-0263 Thirty-Sixth Legislature of the Virgin Islands March 13, 2026 An act providing for a feasibility study regarding the viability of establishing a Virgin Islands Passenger Rail System PROPOSED BY: Senator Hubert L. Frederick WHEREAS, the Legislature finds it necessary to improve public transportation and 1 reduce congestion; 2 WHEREAS, a passenger rail system spanning St. Croix, St. Thomas, and St. John may 3 promote economic development; and 4 WHEREAS, a feasibility study is required to determine viability of construction and 5 operation; Now, Therefore, 6 Be it enacted by the Legislature of the Virgin Islands: 7 SECTION 1. (a) The Virgin Islands Department of Public Works shall conduct a 8 feasibility study on the viability of establishing a Virgin Islands Passenger Rail System. 9 (b) The feasibility study shall evaluate construction, financing, and operation, 10 including costs, ridership, environmental impacts, funding mechanisms, and phased 11 construction. 12 2 (c) The study must be completed by December I, 2026, and the findings must be 1 submitted to the Legislature and Governor not later than 30 days after the study has been 2 completed. 3 SECTION 2. The sum of $350,000 is appropriated from the Transportation Trust Fund, 4 in the fiscal year ending September 30, 2026, to Virgin Islands Department of Public Works to 5 carry out the feasibility study authorized in this act. 6 BILL SUMMARY 7 This bill provides for a feasibility study to determine the viability of establishing a Virgin 8 Islands Passenger Rail System.
