 To cancel a vehicle registration, customer must submit their license plates, 
vehicle registration, and sticker to the Bureau of Motor Vehicles. 
 All late fees and court liens, if any, must be paid by the owner before the 
vehicle registration can be cancelled, or before the vehicle is transferred to
