Dear Senator Bolques: 
Thank you for the invitation to testify before the Committee on Culture, Youth, Aging, Sports, 
and Parks on behalf of the Superior Court Rising Stars Youth Steel Orchestra at the hearing 
scheduled for Friday, October 31, 2025.  
We are honored that you thought to include the program as part of this important dialogue 
surrounding youth development, empowerment, and well-being.  Unfortunately, due to prior 
scheduling commitments and the short notice of the invitation, we are unable to participate in 
this hearing.  
The Superior Court Rising Stars Youth Steel Orchestra remains committed to the shared goal 
of promoting positive youth engagement through intervention, recreation, and mentorship.  
We appreciate the Committee’s leadership in highlighting these critical issues and look 
forward to future opportunities to provide testimony and collaborate on initiatives that benefit 
the youth and families of the U. S. Virgin Islands.
